SUBJECT: Formal Letter of Alert Concerning the Human Rights Situation and the Crisis of Enforced Disappearances and Arbitrary Detentions in the Republic of Guinea

SUBJECT: Formal Letter of Alert Concerning the Human Rights Situation and the Crisis of Enforced Disappearances and Arbitrary Detentions in the Republic of Guinea

Your Excellency, Mr. Secretary-General,

In the name of the fundamental principles enshrined in the Charter of the United Nations and the Universal Declaration of Human Rights, we address you with profound concern and a sense of urgency regarding the alarming deterioration of the human rights situation in the Republic of Guinea.

For several months, our country has been facing a troubling escalation of arbitrary arrests, illegal detentions, and enforced disappearances, which have particularly targeted members and officials of the former ruling party, the Rassemblement du Peuple Guinéen – Arc-en-Ciel (RPG ARC-EN-CIEL), as well as opposition actors, journalists, and civil society activists.

These systematic and widespread practices constitute a grave violation of international law, Guinea’s human rights commitments, and the principles of the rule of law.

The list of affected individuals, while non-exhaustive, illustrates the scope and nature of this repression. We wish to highlight with particular concern the specific and systematic targeting of officials and supporters of the RPG ARC-EN-CIEL:

I. RPG ARC-EN-CIEL Officials and Members Detained or Disappeared:

1. Ibrahima Kassory Fofana (Former Prime Minister, member of the RPG ARC-EN-CIEL political bureau)

2. Sylla Bill Gates (Member of the RPG ARC-EN-CIEL National Political Bureau / Former Chief of Staff at the Presidency)

3. Oyé Guilavogui (Member of the RPG ARC-EN-CIEL National Political Bureau / Former Minister of Environment)

4. Ibrahima Kourouma (Member of the RPG ARC-EN-CIEL National Political Bureau / Former Minister of Pre-University Education)

5. Mohamed Diane (Member of the RPG ARC-EN-CIEL National Political Bureau / Former Minister of Defense)

6. Sadou Nimaga (Member of the RPG ARC-EN-CIEL National Political Bureau / Former Secretary-General of the Ministry of Mines)

7. Billy Nankouman Condé (Member of the RPG ARC-EN-CIEL youth bureau)

8. Moussa Mara El-sisi (Member of the RPG ARC-EN-CIEL party)

9. Karina Doumbouya (Member of the RPG ARC-EN-CIEL)

10. Sanousy Dabo Tuteur (Member of the RPG ARC-EN-CIEL)

11. Djoum Diouhara (Member of the RPG ARC-EN-CIEL)

12. Cissé (Member of the RPG ARC-EN-CIEL, employee of the Yetemali microfinance institution)

II. Other Political Figures, Journalists, Activists, and Citizens:

1. Aliou Bah (President of the Model Party)

2. Oumar Sylla, known as Foniké Menguè (National Coordinator of the FNDC / Activist)

3. Billo Bah (Civil society activist)

4. Néné Oussou (Member of the UFDG)

5. The child of Mr. Facinet Camara (UFDG activist)

6. Habib Marouane Camara (Independent journalist)

7. The father of journalist Nabila Keita

III. Cases of Deaths in Detention Requiring an International Investigation:

Furthermore, the deaths in detention of figures such as Colonel Célestin Bilivogui, Lounceny Camara (Former President of the CENI), and General Sadiba Koulibaly (Former Chief of Staff of the Army) have not been subject to any independent and transparent investigation, fostering a climate of impunity and injustice.

This situation, characterized by the political targeting of a significant segment of the political class, creates fertile ground for instability, undermines any prospect for inclusive national dialogue and a peaceful democratic transition, and inflicts serious damage on social cohesion and the credibility of institutions.

Therefore, Your Excellency, we respectfully request your esteemed intervention and that of the relevant United Nations mechanisms, in order to:

1. Exert sustained diplomatic pressure on the Guinean authorities to immediately cease all practices of enforced disappearance and arbitrary detention, and to release all political prisoners.

2. Demand the immediate and unconditional release of all persons arbitrarily detained, and to obtain verifiable information and access to any missing persons.

3. Support the establishment of an international commission of inquiry or a mechanism of independent experts mandated by the United Nations to investigate all allegations of serious human rights violations, including deaths in detention and the systematic targeting of RPG ARC-EN-CIEL members and other parties.

4. Work towards the creation of an environment conducive to a genuinely inclusive national dialogue, under the auspices of credible international mediation, ensuring the participation of all vital national forces without fear of reprisal.

5. Strengthen the presence and mandate of United Nations bodies in Guinea to enable close monitoring, protection of civilians, and concrete support.

The international community cannot remain silent in the face of such a crisis, which threatens not only the peace and stability of Guinea but also that of the entire West African sub-region.

We place our hope in your leadership and in the preventive action of the United Nations to avert a greater human tragedy and to accompany the Guinean people on the path toward justice, reconciliation, and democracy.

Au nom des principes fondamentaux inscrits dans la Charte des Nations Unies et la Déclaration universelle des droits de l’homme, nous nous adressons à vous avec une profonde préoccupation et un sentiment d’urgence face à la détérioration alarmante de la situation des droits humains en République de Guinée.

Depuis plusieurs mois, notre pays est confronté à une escalade inquiétante d’arrestations arbitraires, de détentions illégales et de disparitions forcées, ciblant de manière particulièrement marquée les membres et responsables de l’ancien parti au pouvoir, le Rassemblement du Peuple Guinée – Arc-en-Ciel (RPG ARC-EN-CIEL), ainsi que des acteurs de l’opposition, des journalistes et des militants de la société civile.

Ces pratiques, systématiques et généralisées, constituent une violation grave du droit international, des engagements de la Guinée en matière de droits de l’homme et des principes de l’État de droit.

La liste des personnes touchées, bien que non exhaustives, illustre l’étendue et la nature de cette répression. Nous tenons à souligner avec une inquiétude particulière le ciblage spécifique et systématique des responsables et sympathisants du RPG ARC-EN-CIEL :

III. *Cas de décès en détention exigeant une enquête internationale :*

De plus, les décès en détention de personnalités telles que le Colonel Célestin Bilivogui, Lounceny Camara (Ancien Président de la CENI) et le Général Sadiba Koulibaly (Ancien Chef d’État-major de l’armée) n’ont fait l’objet d’aucune enquête indépendante et transparente, alimentant un climat d’impunité et d’injustice.

Cette situation, caractérisée par le ciblage politique d’une frange importante de la classe politique, crée un terreau propice à l’instabilité, mine toute perspective de dialogue national inclusif et de transition démocratique apaisée, et porte une atteinte grave à la cohésion sociale et à la crédibilité des institutions.

C’est pourquoi, Excellence, nous sollicitons votre haute intervention et celle des mécanismes compétents des Nations Unies, afin de :

1. Exercer une pression diplomatique soutenue sur les autorités guinéennes pour qu’elles mettent un terme immédiat à toutes les pratiques de disparitions forcées et de détentions arbitraires, et qu’elles libèrent tous les prisonniers politiques.

2. Exiger la libération immédiate et sans condition de toutes les personnes détenues arbitrairement, et obtenir des informations vérifiables et un accès à toute personne portée disparue.

3. Appuyer la mise en place d’une commission d’enquête internationale ou d’un mécanisme d’experts indépendants mandatés par les Nations Unies pour enquêter sur toutes les allégations de violations graves des droits de l’homme, y compris les décès en détention et le ciblage systématique des membres du RPG ARC-EN-CIEL et d’autres partis.

4. Œuvrer à la création d’un environnement propice à un dialogue national véritablement inclusif, sous les auspices d’une médiation internationale crédible, garantissant la participation de toutes les forces vives de la nation sans crainte de représailles.

5. Renforcer la présence et le mandat des instances des Nations Unies en Guinée pour permettre un monitoring rapproché, une protection des civils et un accompagnement concret.

La communauté internationale ne peut rester silencieuse face à une telle crise qui menace non seulement la paix et la stabilité de la Guinée, mais aussi celle de toute la sous-région ouest-africaine.

Nous plaçons notre espoir dans votre leadership et dans l’action préventive des Nations Unies pour éviter une tragédie humaine plus grande et accompagner le peuple guinéen sur la voie de la justice, de la réconciliation et de la démocratie.
