Lusaka City Council concludes 2021–2026 civic calendar with final Full Council Meeting

The Lusaka City Council (LCC) today held its final Full Council Meeting ahead of the dissolution of Parliament and the Local Government tenure on 15 May 2026, marking the end of the 2021–2026 Civic Calendar.
Chairing the meeting, Lusaka Mayor, Ms Chilando Chitangala, reflected on achievements recorded during the 2021–2026 tenure, describing it as one characterised by resilience, unity, innovation and dedication to public service.
Ms Chitangala said, through effective utilisation of the Constituency Development Fund (CDF), the Council implemented numerous developmental projects across Lusaka District.

These included the construction of more than fifty classroom blocks, the establishment of maternity annexes, health posts, police stations and posts, rehabilitation and construction of roads, installation of streetlights, and support towards skills development and secondary school bursaries for vulnerable learners.
She further noted that the Council has made progress in improving its revenue collection systems, enabling it to consistently pay salaries on time every month, a significant milestone in financial recovery.
In another major achievement, the Mayor indicated that the Council successfully cleared all outstanding retirement benefits owed to former employees, bringing relief and dignity to retirees who had waited many years for their terminal benefits.
She added that the Council launched the Youth Climate Action Fund with support from Bloomberg Philanthropies, empowering 35 youth-led organisations to implement environmental initiatives aimed at addressing climate change challenges within the city.
The Mayor also announced that, effective 1 January 2026, the Council dedicated 20 percent of annual parking levy revenue towards developing walking paths and cycling lanes to promote safer and more sustainable mobility.
The Mayor paid tribute to Honourable Councillors, the Town Clerk, management, workers, union leaders, Central Government, cooperating partners, and residents of Lusaka for their support, commitment, and cooperation throughout the civic term.
“As we close this chapter, we remain proud of the progress made in strengthening service delivery, restoring institutional stability, and laying a strong foundation for future development. We remain hopeful that future Councils will continue building on this progress for the benefit of the people of Lusaka,” the Mayor said.
In his remarks, Lusaka Town Clerk Eng. Liftery Ndaba reflected on the financial and operational challenges faced between 2021 and 2022, including unpaid salaries, constrained service delivery, procurement challenges, equipment maintenance difficulties, and backlogs in CDF project implementation.

The Town Clerk stated that, through unity, resilience, sacrifice and institutional reforms, revenue systems were strengthened, salary arrears were cleared, outstanding debts and statutory obligations were settled and confidence was restored.
He further noted that CDF utilisation significantly improved from approximately 30 percent to 85 percent, resulting in improved project implementation and service delivery.
Eng. Ndaba highlighted that this progress received national recognition after the Council won 3rd Prize for Local Government Excellence in 2024 and improved further to win 2nd Prize for Excellence in 2025.
He also commended the Mayor, Deputy Mayor, Honourable Councillors, management, staff and union leaders for their collective commitment and cooperation in ensuring institutional stability and recovery.
