When it comes to leadership, Mandevu Constituency does not need empty promises or political drama this time around. It needs effective action. And in Daniel Chisenga, Mandevu has exactly that, a tried, tested, and trusted leader whose record is stronger than any campaign slogan.

From 2009 to 2014, Chisenga served as Lusaka Mayor with diligence, integrity, and excellence. Under his leadership, the council focused on service delivery. Chisenga is a political force to reckon with. He prefers action over words. While others focused on publicity, he focused on measurable outcomes. While others sought media attention, he pursued results.

Mandevu today faces important decisions. The constituency has seen enough of leaders who fail to deliver. What it needs is a man who understands his constituents. Chisenga’s mayoral tenure showed he engages directly with people, listens to their concerns, and delivers without seeking attention. He works directly with communities.

His credibility did not end at the Civic Centre. In 2019, the late President Edgar Chagwa Lungu appointed him to higher national duty as Consular General in Guangzhou, China. The role of Consular General is equivalent to Deputy Ambassador, a position of diplomatic weight and trust. That appointment replaced Robert Kalimi who was on recall. He was entrusted with representing Zambia across four provincial governments of a major global power. The Zambian Consulate in Guangzhou which he headed covers Guangdong, Fujian, Hainan, and the Guangxi Zhuang Autonomous Region.

Chisenga delivered in that role. On the international stage, he represented Zambia with honour. If he could manage diplomatic relations across Guangdong, Fujian, Hainan, and the Guangxi Zhuang Autonomous Region, then Mandevu’s challenges are within his capacity.

Mandevu requires no drama or theatrics. It requires maturity, experience, and a results-oriented approach. Chisenga has built his leadership on integrity and service. He is not a political novice learning on the job. He is seasoned. He is proven.

Mandevu has experienced enough disappointment. It is time for leadership that delivers development. From City Hall to Guangzhou, Chisenga has demonstrated clean governance and diplomatic acumen.

For these reasons, Daniel Chisenga is not just a candidate. He is the qualified man for the job. Tried by time, tested by responsibility, and trusted by presidents, he is the steady hand Mandevu needs to move from promises to progress.

Daniel Chisenga stands as a leader whose record reflects practical governance, community centered planning, and a clear vision for an integrated and functional Mandevu constituency.

During his tenure as Chairperson for Planning and later as Mayor, he demonstrated a strong commitment to inclusive development by allocating plots to churches along the buffer zone stretching from the rail line, through Chipata Clinic, all the way up to Mazyopa. This deliberate intervention transformed the worship experience for many congregants, moving them from temporary worship spaces in schools to permanent and dignified places of worship. It strengthened religious stability, community identity, and proper land use planning in the area.

His development vision for Mandevu is anchored on connectivity and urban transformation.

Key infrastructure plans include the completion of the stalled tarmac on Chanzanga Road after Go Zambia, which will connect directly to Foxdale, improving movement between residential and economic zones. There is also a strategic plan to connect Chipata Compound to Roma, Chaisa to Garden, and extend road linkages in Marapodi and Mandevu to Kasangula and Chaisa.

These road interconnections carry significant advantages for the constituency.

First, they will improve mobility and reduce travel time for residents, making access to work, schools, and health facilities more efficient. Second, they will stimulate local economic activity by opening up new business corridors and increasing accessibility to markets. Third, improved road networks will enhance property value and attract investment into previously underdeveloped areas.

Lastly, better connectivity will promote social integration by linking communities that were previously isolated.

This is a leadership approach grounded in action, structure, and long term urban planning focused not on promises, but on systems that can sustain growth and improve everyday life for the people of Mandevu.

A Vision for a Connected, Empowered, and Progressive Mandevu Constituency

PERSONAL FOUNDATION & LEADERSHIP BACKGROUND.

Am a dedicated servant leader, grounded in faith, experience, and a deep commitment to community development. Born 48 years ago,I have built my life on the principles of integrity, discipline, and service to others.

I am a fully baptized Christian and a dedicated member of the Men’s Christian Fellowship of the United Church of Zambia (UCZ), worshipping from Marrapodi under the Lusaka Central Consistory at St. Bartholomew Congregation,With Reverend Aaron Mboma Simukonda as minister in charge. My faith is not just a belief,it is the foundation of my leadership, shaping my values of integrity, service, and accountability in everyday life.

Academically,I hold a Bachelor of Development Studies from the Zambia Open University. I further pursued studies in Aeronautical Engineering at the Zambia Air Services Training Institute, equipping my self with technical and analytical skills. In addition,I have studied Information Technology, enhancing my understanding of modern systems and innovation in development.

With a unique blend of spiritual grounding, academic knowledge, and practical leadership experience, I bring a well-rounded and results driven approach to public service.

My journey in public service spans decades of proven leadership:

Throughout my service, I have consistently delivered results that have transformed communities and improved lives.

I have always prioritized development and unity by working collaboratively with leaders across different political lines to bring meaningful progress to our people.

PROVEN TRACK RECORD OF DEVELOPMENT

During my tenure:

●Facilitated allocation of land to churches in Mandevu, supporting spiritual and community growth.

(1)the buffer zone Along rail line.

●Led the upgrade of roads to bituminous standard, including:

(1)Olympia Extension (formerly gravel roads).

(2)Roads in Olympia, Kalundu, and Mugoti Road in Roma.

●Delivered the highest number of tarred roads in Mandevu under the L400 project.

I have also championed youth empowerment and talent development by:

●Supporting football through the Daniel Chisenga Foundation (“Do Something”)

●Donating jerseys and training kits to Mandevu Soccer Academy.

●Supporting youth pageantry platforms such as:

(1)Miss Teen Zambia

(2)Miss Heritage Zambia

(3)Miss Peace Zambia

●Personally sponsoring international exposure for young talent.

A well connected constituency is the backbone of economic growth and daily life.

●Upgrade the Kabanana Meanwood road network

●Improve feeder roads connecting communities, including:

(1)Mandevu Roads to Kasangula Road

(2)Chipata Roads to Chipata Road

(3)Chaisa Roads to Garden Road

(4)Chazanga Roads to Kabanana Road

(5)Kabanana Roads to Kabanana Road

●Ensure all roads—major and minor—are safe, durable, and accessible

2. PUBLIC SAFETY & ENVIRONMENTAL PROTECTION

Protecting lives and maintaining a clean, safe environment is non negotiable.

●Fence off Garden Sewer Ponds to prevent accidents

●Improve drainage systems to reduce flooding and disease

●Promote safer, healthier living conditions across all communities

3. MARKET MODERNIZATION & ECONOMIC GROWTH

Strong markets create strong communities.

●Modernize all local markets with:

(1)Proper shelter and infrastructure

●Strengthen local markets to reduce congestion in major hubs like Soweto

●Establish a Local Court within Mandevu

●Reduce the burden of traveling long distances for legal services

●Promote fairness, efficiency, and accountability

7. EDUCATION & HUMAN CAPITAL DEVELOPMENT

Education is the foundation of long-term transformation.

●Construct at least two colleges within the constituency

●Reduce barriers to higher education

●Invest in the development of future leaders
