NAQEZ commends Noriana Muneku’s stance against partisan teachers

The National Action for Quality Education in Zambia (NAQEZ) Executive Director Dr. Aaron Chansa has commended the Ministry of Education (MoE) Permanent Secretary Administration (PSA) Ms. Noriana Muneku on its strong stance against partisan teachers.

After pictures of partisan teachers regrettably went viral last week, Dr. Chansa applauded the Ministry of Education (MoE) Permanent Secretary Administration Noriana Muneku for sternly warning teachers to engage themselves in partisan politics.

In a Media Statement circulated from Kafue on Sunday 12th April, 2026, Dr. Chansa described the action by Ms. Muneku as decisive, timely and commendable.

Chansa alluded to Section 3 of the Code of Ethics for Teachers as clear on the values of the profession, pointing out that the Terms of Conditions of Service for Public Servants are plain and emphatic on the need for teachers to be politically neutral.

“Contravening these Regulations constitutes professional misconduct and can attract severe consequences. As we commend the Ministry of Education for providing guidance and warning teachers against partisanship, it is disappointing that the Teaching Service Commission ( TSC)and the Teaching Council of Zambia(TCZ) are quiet about this matter. Being the employer of teachers in Zambia, the Teaching Service Commission should have been the first to condemn the teachers who publicly become political party cadres .And being the regulator of teachers,TCZ could have strongly weighed in on the issue .We call on the two bodies to say something or risk the tag of being too compromised for public service,” advised Dr.Chansa.

As Zambia nears election day, safeguarding Chansa restated neutrality, integrity and professional standing of teachers, as politics are divisive and can easily destroy the most important profession in the world.
