Zambia reaffirms commitment to transparency through publication of the Fourth Quarter 2025 Debt Statistical Bulletin

Ministry of Finance and National Planning (MoFNP) Secretary to the Treasury Felix Nkulukusa has released the Fourth Quarter 2025 edition of the Debt Statistical Bulletin https://www.mofnp.gov.zm/?wpdmpro=2025-end-december-debt-statistical-bulletin, reaffirming the Government’s continued commitment to transparency, accountability, and international best practice in public financial management.

Published in accordance with the Public Debt Management Act, 2022, the quarterly bulletin provides comprehensive and up-to-date information on Zambia’s debt portfolio. The report covers public and publicly guaranteed debt as well as private sector external debt, ensuring that investors, analysts, and citizens have consistent access to reliable data on the country’s evolving debt position.

The bulletin is structured in two parts.

The first provides a narrative assessment of Zambia’s public debt developments during the fourth quarter of 2025, with comparisons to the preceding quarter. The second section presents detailed statistical tables covering quarterly debt trends from the fourth quarter of 2024 to the current reporting period, enabling stakeholders to track changes in the structure and composition of the debt portfolio.

Secretary to the Treasury Felix Nkulukusa noted that the continued publication of the Debt Statistical Bulletin strengthens public oversight and contributes to enhanced accountability in debt management.

The Ministry has also acknowledged the technical collaboration of the Bank of Zambia, State-Owned Enterprises, the Zambia Statistics Agency, and other institutions whose contributions ensure the accuracy and integrity of the publication.

Regular disclosure through the DSB forms part of Government’s broader strategy to reinforce credible debt management, improve market confidence, and maintain alignment with international reporting standards.
