Nationwide Land Formalisation sensitisation programme starts

The Ministry of Lands and Natural Resources (MLNR) has commenced a nationwide land formalisation sensitisation programme, beginning in North-Western Province, as part of efforts to enhance efficient, transparent, and timely service delivery in the land sector.
In a Sunday 11th January 2026 Press Statement signed by MLNR Principal Public Relations Officer (PPRO) Ms. Delphine Hampande-Zulu the sensitisation outreach, which is currently covering Kalumbila and Solwezi districts, meant to improve public understanding of land formalisation processes, promoting compliance with statutory requirements, and strengthening national revenue collection.
Speaking when MLNR officials paid a courtesy call, North-Western Province Permanent Secretary (PS) Colonel Grandson Wishikoti Katambi welcomed the initiative and sought a need to urgently review and improve the current system of bill distribution, described as inadequate and inconsistent.

Colonel Katambi emphasized the need to expedite the distribution of bills, particularly ground rent bills, noting that delays and irregularities in billing continue to negatively affect revenue collection.
“This matter should be taken seriously by the Ministry of Lands and Natural Resources. People are willing to pay, but many do not receive their bills. In addition, the system is often inconsistent, making it difficult for members of the public to make online payments,” Col. Katambi said.
Col. Katambi observed that national revenue collection will remain a challenge unless effective and reliable mechanisms are put in place to ensure the timely and widespread distribution of bills, which would in turn encourage compliance among property owners.
The Permanent Secretary called on the Ministry of Lands and Natural Resources to intensify sensitisation programmes and ensure that outreach activities are conducted in all the 116 districts across Zambia’s ten provincs; Central, Copperbelt Eastern, Luapula, Lusaka, Muchinga, Northern, North-Western, Southern and Western, noting that titled properties are not confined to a few urban centres but are spread nationwide.
Meanwhile, MLNR Director of Planning, William Nyundu, assured the North-Western Permanent Province Secretary that significant progress has been made in improving billing systems.
Mr. Nyundu disclosed that the process of sending bulk electronic messages is nearing completion and that property owners will soon begin receiving their bills regularly and on time.
Nyundu also encouraged all individuals with titled properties to promptly make payments for required services, particularly the conversion of existing Interim Title Deeds (ITTs) and Offer Letters into Certificates of Title.
