Zambia participates in the Second Africa Urban Forum (AUF2)
Zambian delegation is led by the Honourable Minister of Infrastructure, Housing and Urban Development, Eng. Charles L. Milupi, MP, who delivered the country statement at the Second Africa Urban Forum (AUF2) being held in Nairobi, Kenya, from Wednesday 8th to Friday 10th April, 2026under the theme: “Adequate Housing for All: Advancing Socio-Economic and Environmental Transformation Towards the Realization of Agenda 2063.”

The Government of the Republic of Zambia, through the Ministry of Infrastructure, Housing and Urban Development, is participating in the Second Africa Urban Forum (AUF2) being held in Nairobi, Kenya, from 8th to 10th April, 2026.
The Zambian delegation is led by the Honourable Minister of Infrastructure, Housing and Urban Development, Eng. Charles L. Milupi, MP, who delivered the country statement under the theme: “Adequate Housing for All: Advancing Socio-Economic and Environmental Transformation Towards the Realization of Agenda 2063.”
In his address, the Minister noted that the theme of the Forum comes at a critical time when African cities are experiencing rapid urbanisation, presenting both opportunities and challenges. He highlighted that Zambia’s national policies and strategies are aligned with regional and international frameworks, including the Sustainable Development Goals (SDGs), the New Urban Agenda, the African Union’s Agenda 2063, and SADC commitments.
Eng. Milupi further outlined Zambia’s ongoing regional collaboration efforts, including partnerships with the Democratic Republic of Congo and Angola on the Lobito Transport and Economic Corridor, as well as joint infrastructure and housing initiatives with countries such as Malawi, Tanzania, and Botswana. These initiatives are aimed at enhancing connectivity, facilitating trade, and promoting regional integration.
The Minister also underscored Zambia’s collaboration with the Republic of Egypt in coordinated urban development, particularly in the redevelopment of towns to unlock economic potential and promote inclusive growth.
The Minister further highlighted that Zambia is implementing policies and legal frameworks to support land development, digital transformation, green growth, and improved urban planning and budgeting systems. He added that Government is promoting the localisation of the SDGs to enhance security of tenure, innovation, and the delivery of resilient and cost-effective infrastructure and housing.
While acknowledging fiscal challenges, the Minister stated that Zambia is embracing blended financing models and public-private partnerships (PPPs) to mobilise resources for infrastructure and housing development.
Eng. Milupi emphasised that Zambia remains committed to contributing to Africa’s development, noting that sustainable progress on the continent requires collaboration among African nations and engagement with local communities to develop lasting solutions.
The Honourable Minister concluded by calling on all stakeholders to ensure that urbanisation becomes a driver of opportunity rather than inequality, and expressed gratitude to the Government of Kenya and the City of Nairobi for successfully hosting the Forum
